Recently these refineries have resorted to Oil by Rail delivery from the Bakken region and other shale oil producing regions for feedstock. However, oil delivery via tanker is safer and more cost efficient. There has been a drastic reduction in well drilling activity and production in this area. These refiners still will be required to provide for their feed stock needs and may supplement their feedstock requirements from lower cost deliveries via ocean transport. Powell and Associates is developing new relationships to enhance the marketability of crude products from emerging NOCs to new American client refinery operations. Powell and Associates did a preliminary study and provided a project plan scope outline to allow for a 4GL real-time Oil monitoring system that could be maintained from the central offices in Tripoli.
